Initial condition for Manipulated Variable

Hi, I am a beginner in python. I am trying to calculate an optimal control problem with gekko. For a bounded control one usually uses a Manipulated Variable (MV): m = m.MV([value], [lb], [ub], [integer], [name]). My question is: the value of [value] concerns some special value? for example the initial condition of the MV?
