Sir .. what is the use of -ve reinforcement?

I seen some of engineers are are not providing -ve reinforcement during the construction ....tell me in detail sir?

in case of continuous beam structure, at the supports the negative bending moment is created.... to rectify that negative reinforcement shall be given at the supports......
