how can one implement PaaS(platform as a service)?

what software and protocols are required to implement?

It require eucalyptus software to launch an PaaS or SaaS or IaaS as well....
as far as i know and I had prefered only linux to launch over those stuffs.... eg: CentOS,Ubuntu.....,
