Is good communication skills depends on the language?

If it is right? then what about those peoples who are deaf and dumb even they can communicate with each other better than us.

Deaf and dumb people use sign launguage.perhaps it dsnt Communicate much effective than Speaking.and sign launguage needs much practice,some times even they cant understand among themselfs.launguage is an just source of medium to communicate.Even animals have there own launguage,sounds.....indeed.in my prospect,Launguages have different styles.followed by there learning.
