Is it necessary to use Html tag in web page ?

because even without using html tag works. body tag and other tags works perfectly

This is not neccesary because you can run your HTML page without any html tag. but, it is not good way to write HTML code.
because many browser can't understand without tag and if you will write larger amount of code then you need this tags to separate them with each other.
