govt jobs thruogh upsc has adminstrative and technical services , bec this is a textile forum you may want to go in technical which requires celaring an interview which also requires a certain amount of experience , so ultimately engineering may be a cause to get you selcted first in interview as for a diploma holder but an experience holder may bypass even a enguneer with no experience easily, although for higher posts its required to have certain qaulification at the time of promotion but thats an other querry
