My friend, Let me try my hand at an explanation.

There's hardware and then there's software. Software works on code which gets written by programmers, compiled by compilers, and executed by CPU. This CPU, while executing the program may want to use other resources like RAM, GPU, Keyboard, and other peripherals interfaced with it.

A low level programming language is just a programming language which will help you get access to this hardware level directly, restricted (through syscalls/perms) or unrestricted (kernels).

So based on the background of the programmer, CS majors may tell you C is a low level language, which electronics majors will tell you assembly is the actual low level, and the Electronics majors will be absolutely right! (because I am one of them of course)
