Is there any WordPress plugin for displaying title tag over featured photo ?

I want to display the post's H1 title over the featured image i.e the image appears in the background with little transparency. How to do this? The title must be mobile friendly and non-sticky.

  No plugin will add tags to photos because it will not know what the images are depicting.
  Alt tags should describe the pictures, using the keywords you’re focusing on in your post as far as possible.
