Why people are don't have any aware of English knowledge ? Why?

What i feel is that english language is required when you want to communicate with the ones who don't know the regional or national language. 
Its totally their call if they want to learn any secondary language, its not their fault if they don't know; 
instead I will say its our education system which is copying western education system any trying to make us adopt the same. 
Other countries like China, Korea, Japan undergo their education in their regional or national language, english is not a barrior for them but here in india it is.
