Why people are don't have any aware of English knowledge ? Why?

Particularly in village side and government school and some other areas

Basically people do not show much interest in learning the language, sometimes because of superstious beliefs that still exists and coming to government scholls teachers do not show special interest in making the students to learn and making them importance of other languages same as mother language, the change can be brought in by specialy by youth by taking the initiation and making the children learn and importance of english in the real world.
